Take a look at the sentence again:

My cat Buster leapt onto the wobbly table to escape Oreo, the dog, who ran in tight circles, trying to bite Buster's tail, which hanged over the side.

The third verb, hanged, is incorrect. This sentence requires the simple past. Hung is the right form. Hanged means to execute someone by suspending that person with a rope tied around his or her neck.

Verb Simple Present Simple Past Past Participle
hang hang(s) hung hung

Ran, the verb you chose, is perfectly correct. Before you continue, review the rules for irregular verbs.
