Take a look at the passage again:

Baking in his hot car during rush-hour traffic, Joe slurped up the last few drops of his iced tea. And hoped that after this week's paycheck he could afford to make the costly repair to his broken air conditioner.

You chose to add the subject he to the verb hoped and then connect the two parts, like this:

Baking in his hot car during rush-hour traffic, Joe slurped up the last few drops of his iced tea and he hoped that after this week's paycheck he could afford to make the costly repair to his broken air conditioner.

This choice is wrong because when you add he, you must also add punctuation. Review the rules.
