Take a look at the passage again:

Each morning when Helene is fixing her hair in the bathroom. She applies many sticky hair products. During a typical day, she catches more bugs in her coif than most spiders manage to land in their webs in a week.

You chose the second part, She applies many sticky hair products. This part has a main clause: she is the subject; applies is the verb. A fragment will not have a main clause.
